Amanda Lathlin MLa Report July 23rd

While many Manitobans were shocked to hear Indigenous Reconciliation and Northern Relations Minister, Alan Lagimodiere’s comments last week on how residential schools were started with “good intentions” mere hours after he was sworn in, I was not. As a Northern Indigenous MLA, I see a profound ignorance and lack of understanding of Indigenous truth and rights from the PC government everyday at the legislature. Just one-week prior, Premier Pallister completely minimized the brutal reality of colonization when he said “The people who came here to this country, before it was a country and since, didn't come here to destroy anything, they came here to build. They came to build better.” These comments led to previous Indigenous and Northern Relations Minister, Eileen Clarke resigning and Lagimodiere taking her place. When the Premier was asked to apologize about his remarks, the Premier doubled down on his comments.

After hearing Minister Lagimodiere’s comments on residential schools, my thought was that Manitobans will get a chance to witness this government’s understandings on Indigenous issues. Unfortunately, their ignorance is not only demonstrated through their comments, but also through their legislation. When they took office in 2016, they immediately got rid of the weekly Indigenous Issues Cabinet meetings that was in place. They’ve also introduced Bills such as Bill 57 ‘the Protection of Criminal Infrastructure Act’ and Bill 56, ‘the Smoking and Vapour Products Control Amendment Act’ that are deliberately designed to erode Indigenous people’s rights. As an Indigenous woman sitting in the legislative chamber, I find it quite upsetting hearing the Pallister government’s out of touch realities for Manitobans, in particular for Indigenous and northern Manitoban’s. Myself and my NDP colleagues fought very hard through debate to try and educate the PC caucus and to protect the rights and history of Indigenous people. We have also written to the new Minister to ask him to release his mandate letter so all Manitobans know what steps he and his government plan to take with respect to reconciliation with Indigenous Peoples and to address the concerns of Northern Manitobans.

If there is one positive takeaway about this government’s upsetting comments on Indigenous people, its that there has been a lot of pushback from the public. More and more people are educating themselves about the history of Indigenous people, whether its by learning about traditional ways of life, researching the truth and reconciliation commissions calls to action, or learning about residential schools.

These people understand that the Premier and Minister Lagimodiere’s comments were not only wrong, but they are unacceptable. Hopefully, as more people learn and understand the history of what happened on this land, the attitudes of Canadians will change and we can work towards true reconciliation.

Danielle Adams MLA Report

Thompson MLA Danielle Adams wrote about the lack of staff in obstetrics units in northern Manitoba in her latest report.

This comes as the obstetrics unit at Saint Anthony’s Hospital in The Pas revealed that their staff vacancy rate is at 50 per cent which means pregnant patients are forced to transfer to Thompson, Brandon, and Winnipeg.

She adds nurses have been working without a contract for the past four years, and with high nursing vacancies in virtually all units in the north, the province is using agency nurses.

Adams states the PCs need to stop cutting northern healthcare and work to address nursing shortages in the region so that all northern health care facilities can operate effectively at full capacity.

A broken arm is considered a serious injury that requires an investigation from the IIU.

Ashton on TCN State of Emergency

MP Niki Ashton says the federal government must act immediately to support Tataskweyak Cree Nation.

This comes after the First Nation declared a state of emergency last week due to recent suicides and incidents of self-harm.

Ashton says the community has been clear that the COVID-19 pandemic is taking a toll on young people’s mental health, and the few resources that existed in the community were overstretched and inadequate.

She goes on to add the situation highlights how Ottawa is failing to provide hope and supports to youth in northern and Indigenous communities.

Amanda Lathlin

The level of staffing at the obstetrics unit at St. Anthony’s General Hospital here in The Pas has reached concerning levels.

While government argues that the unit is still functioning as they continue to deliver low risk births, the reality is that six nurse positions remain vacant, a 50% vacancy, which puts the unit at risk. This lack of staffing inevitably means that our nurses are being asked to do more with less, which can lead to burnout and nurses leaving the profession altogether.

The province has known about staffing issues at The Pas obstetrics unit since at least Fall 2020 and during this time four more nurses have left, without any of these spots being filled. The province and the Northern Health Region should take action so that we don’t end up in a situation similar to Flin Flon’s. In 2018, Flin Flon’s obstetrics unit was closed by the PC government after a lack of staffing and their patients were diverted to St. Anthony’s Hospital.

We need the Northern Regional Health Authority (NRHA) and the provincial government to step up to ensure that these spots are filled so that our OBS unit no longer has to transport high-risk patients to Thompson, Brandon and Winnipeg. It’s key that high risk patients get the care they need close to home as transportation can complicate health issues, especially if they’re being sent as far as Brandon or Winnipeg. Being sent away from home can also increase stress and feelings of isolation, which can translate into negative health effects. Diverting patients can also put stress on other units in Manitoba, especially since they haven’t received more funding or nurses to deal with the influx of patients.

Across the north we have high vacancies of nurses in virtually all units, this is a crisis that must be solved as soon as possible. Clearly, a different approach needs to be taken to effectively recruit and retain nurses in northern Manitoba. The province should work with the NRHA immediately to determine a strategy to do so, so that we don’t end up in a situation similar to Flin Flon’s obstetrics unit.

OPASKWAYAK CREE NATION ANNOUNCES SUPPORT FOR ARCTIC GATEWAY GROUP

Opaskwayak Cree Nation has announced a $7 million short-term loan to the Arctic Gateway Group to catalyze the redevelopment of the Port of Churchill and the northern rail lines that feed into it.

The Arctic Gateway Group owns the Port, rail lines, and associated infrastructure and has embarked on a $200 million redevelopment project. Repairing and upgrading the rail lines, which serve as a lifeline to many northern Manitoba communities, will make for more safe and reliable passenger transport and will allow more cargo shipments through Churchill.

The Arctic Gateway Group is 100% owned by the OneNorth Partnership that includes Opaskwayak, the Town of Churchill, and the other communities served by the line.“OpaskwayakCree Nation is fortunate to be in a position to make this loan,” said Onekanew Christian Sinclair. “We believe strongly in this project it will be good for our community, and for all of the First Nations and municipalities in the region. As part-owners of the project, it’s important to us to do everything we can to support AGG’s efforts.

This loan will help the company get to work on the rail lines while waiting for funding decisions from the federal and provincial governments. It is an investment in ourfuture, and in the future of northern Manitoba.”“This is very welcome news,” said Sheldon Affleck, CEO of the Arctic Gateway Group. “While AGG has applied for funding from the federal and provincial governments, which we are confident of receiving, thiscapital infusion will let us take advantage of the current construction season to accelerate our work improving the rail lines.

The technology we’re using means that we’re going to solve ongoing issues once and for all. Getting the rail lines safe and reliable will be good for communities in the region, and will help us position Churchill as a major international shipping hub, bringing jobs and growth to the region.”

ONE GREAT SUMMER CONTINUES AS MANITOBA REACHED SECOND MILESTONE EARLY; REOPENS BUSINESSES AT 50 PER CENT

The province will implement the second phase of the ‘4-3-2-One Great Summer’ Reopening Path two weeks early, on July 17, as vaccination rates continue to climb across the province, Premier Brian Pallister and Dr. Brent Roussin, Manitoba’s chief provincial public health officer, announced today.

“Vaccines are the safest and quickest way out of this pandemic. The sooner all eligible Manitobans get fully vaccinated, the sooner we can all get our lives back,” said Pallister. “Thanks to the incredible efforts of Manitoba’s vaccine team and Manitobans’ willingness to roll up their sleeves – not once, but twice – we are able to move forward earlier than anticipated with fewer restrictions on our economy and our communities.”

The second vaccination milestone of at least 75 per cent first dose and 50 per cent second dose for those age 12 and older was reached nearly a month ahead of schedule on July 6. With continued improvement in the overall COVID-19 situation, Manitobans will be able to enjoy more freedoms with expanded indoor and outdoor activities, the premier noted.

Under the second phase of the ‘4-3-2 One Great Summer’ Reopening Path, most facilities may now open to 50 per cent capacity, allowing more people to gather indoors and outdoors, shop, dine out, visit cultural and recreational facilities, and more. Fully immunized Manitobans who have received two vaccination doses at least two weeks ago, may enjoy even more benefits under new public health orders.

Specifically, the new public health orders will now allow the following:
• indoor gatherings at private residences are permitted to a maximum of five people, plus the household members;
• indoor gatherings in public spaces are permitted to a maximum of 25 people;
• outdoor gatherings on private property increase to a maximum of 25 people;
• public outdoor gatherings increase to a maximum of 150 people;
• retail businesses increase to 50 per cent capacity or 500 people, whichever is lower;
• restaurants, licensed premises and food court capacities expand to 50 per cent capacity:
? outdoor maximum table size remains at eight people;
? patrons may only sit together indoors if they are from the same household or if all patrons 12 years of age or older are fully immunized (unvaccinated children under 12 may dine with fully vaccinated members of their household in this case);
? opening hours extend to midnight;
? the requirement to purchase food when ordering alcohol no longer applies;
? VLTs may be operate with all other restaurant/bar rules applying (two-metre distance, only households or fully vaccinated people seated together);
• personal services (haircuts and styling, nail salons, estheticians and massage) continue at 50 per cent capacity; however, appointments are no longer required;
• dance, theatre, and music school capacities increase to 50 per cent capacity to a maximum of 25 perople per group;
• indoor sporting facilities may host groups up to a maximum of 25 people, interaction between groups and tournaments are not permitted;
• day camp capacity increases to groups of 25, joint activities between groups and overnight camps are prohibited;
• outdoor recreation including games and practices may take place to maximum group size of 50 people; spectators are permitted and do not count towards this capacity limit; tournaments are not permitted;
• gym and fitness centre capacities expand to 50 per cent capacity; masks and increased physical distancing (three metres) are still required;
• outdoor weddings and funerals may include up to 150 participants in addition to photographers and officiants; indoor weddings or funerals increase to 25 people in addition to photographers and officiants;
• libraries may open to 50 per cent capacity to a maximum of 150 people, whichever is lower;
• faith-based and cultural gatherings (pow wows, sun dances) may expand to 50 per cent capacity or 150 people indoors, whichever is lower; masks and physical distancing between households is still required;
? if the facility design allows, the capacity limits may be applied to different physical spaces within the venue;
? outdoor faith-based and cultural gatherings permitted up to 150 people and drive-in services continue to be permitted without restriction;
• the following may now reopen for fully immunized people only, to a maximum capacity of 50 per cent: movie theatres; bingo halls, VLT lounges and casinos, and museums and galleries;
? museums operate under the fully vaccinated requirement when open to the public as a museum, both indoors and out, and if the museum is used as a private venue for another purpose (e.g. wedding), then the appropriate orders apply;
? unvaccinated children under 12 may attend/visit these facilities/events (as appropriate) if accompanied by fully vaccinated members of their household;
• large-scale, outdoor professional sports or performing arts events may operate with capacities up to 100 per cent after developing an approved event plan in consultation with public health.

In all cases, following the COVID-19 fundamentals, including indoor mask use and physical distancing, is still required to protect the health and well-being of all Manitobans.

“This is the safe, reasonable and appropriate next step in our reopening”, said Roussin. “More and more vaccinations allow us to loosen public health restrictions. But COVID-19 is still circulating in the province and continues to challenge our hospital and ICU capacity, a phased reopening is a safe reopening.”

Pallister echoed the need for caution and care in the province’s reopening plan.

“This is a marathon, not a sprint. We are not at the finish line yet, the race to beat COVID-19 is not over yet,” said the premier. “Until that race is over, Manitobans must continue to do their part and fulfil the two most important public health responsibilities each of us have; get fully vaccinated and follow the public health orders designed to keep COVID-19 away.”

The new public health orders will go into effect at 12:01 a.m. Saturday, July 17.

The orders are scheduled to expire at 12:01 a.m. Saturday, Aug. 7 and will be reassessed at that time in the context of vaccination rates and the province’s overall COVID-19 situation.

“We are close to achieving all of our vaccination milestones ahead of schedule. Now we just need that extra effort by every Manitoban not yet vaccinated to roll up your sleeve and push us across the finish line so we can fully reopen, safely and quickly,” said Pallister.

Thompson RCMP rescue stranded boaters

Thompson RCMP rescue stranded boaters.

On July 10, 2021, at approximately 10:30 pm, Thompson RCMP received a report that two boaters were stranded near an unnamed lake 53 kilometres south of Thompson, Manitoba, situated three kilometres west of Highway 6. It was reported that the boaters had lost their boat that they had used for transportation to their camp.

Officers tried to access the boaters by using a snowmobile trail near the approximate location provided. However, due to swampy terrain and a dead end of water, they were unable to traverse the area. RCMP contacted conservation officers and Park Patrol for Paint Lake Provincial Park, who were able to provide an alternate route.

RCMP officers, conservation officers, and Park Patrol trekked over a beaver dam and hiked for approximately three kilometres through bush to the unnamed lake. The rescue team then located two canoes, a boat, and paddles that belonged to local civilians. RCMP, conservation officers, and Park Patrol then saw a light across the lake. They paddled approximately one kilometre to this light and located the boaters in good health. No medical attention was required.

The two males, aged 51 and 55, from Thompson, were escorted back across the lake and all were able to trek back to Highway 6.

“You can’t get much more Canadian than this rescue, with beaver dams, canoes, and Mounties,” said Inspector Chris Hastie, Thompson RCMP Detachment Commander. “In all seriousness, though, this rescue highlights the unique demands placed on officers who work in Manitoba’s north. I am very glad we were able to get there and assist the stranded boaters and that everyone got home safelyI would also like to thank our policing partners – Manitoba Conservation and Park Patrol – for providing operational support and local knowledge in traversing this rough wilderness. Help is there when we need it so that we can help others.”

Wildfires across Manitoba, Saskatchewan and northwest Ontario will continue to bring smoke into parts of Manitoba over the next few weeks until a change in weather patterns occur. This will be dependent on wind direction. Air quality reports are available on the Government of Canada website at https://weather.gc.ca/airquality/pages/mbaq-001_e.html

The public is reminded to follow all fire and travel restrictions that are in place, and to use extreme caution with any activity that they undertake to reduce the threat of human caused fires. Under these extreme conditions a wildfire can spread out of control quickly.

A reminder to the public that fireworks and sky lanterns are prohibited in provincial parks and a permit is required to use them anywhere in the Burn Permit Area. No permits will be issued under the current restrictions. Never leave an outdoor fire unattended and always extinguish before leaving. Soak, stir and repeat until cold.

Many municipalities have already proactively implemented burning restrictions, so be sure to check with local municipal offices for more information or view the interactive Current Municipal Burning Restrictions at www.manitoba.ca/wildfire/burn_conditions.html. The province will not issue any burning permits within or areas bordering any municipality where the burning restrictions are already in place.

For areas where ATV/UTV use is allowed, riders are reminded they can play a role in protecting Manitoba's forests. Anyone using an ATV is asked to stay on developed trails, do not ride or idle in tall grass and avoid dry areas. Ensure the ATV has a working spark arrestor, check areas around the engine and exhaust frequently, and carefully remove and extinguish any debris from these areas. Operators are also reminded to be prepared by carrying a fire extinguisher, axe and shovel and regularly check behind you as you ride to ensure nothing has ignited.

MANITOBA ACHIEVES '4-3-2-ONE GREAT SUMMER' VACCINE MILESTONE, CONTINUES TO BUILD RESPONSIVE, COMMUNITY-FOCUSED VACCINE OPPORTUNITIES AND OUTREACH

Manitoba has achieved its second holiday vaccine milestone of the ‘4-3-2-One Great Summer’ reopening path nearly a month ahead of schedule, meaning more than 75 per cent of eligible Manitobans have received at least one dose and more than 50 per cent of people have received both vaccine doses, Premier Brian Pallister announced today, noting provincewide efforts to tackle vaccine hesitancy and encourage Manitobans to roll up their sleeves continue.

“Once again Manitobans have responded in record numbers to do their part to roll up their sleeve and get vaccinated,” said Pallister. “As we look forward to regaining more of our freedoms this summer as more and more Manitobans get fully vaccinated, the race against COVID is not over yet. We all have a part to play, and to anyone who still needs their first or second dose, I want you to know that we still need you in this monumental, provincewide effort.”

Public health officials have recommended that at least one incubation period should pass between changing public health orders. As a result, the premier noted new public health orders are expected next week to reflect the immunization milestones achieved, and the state of COVID-19 in Manitoba at that time.

To help reduce barriers and support even more Manitobans to get their first or second dose of the vaccine, every super site in the province will be offering only walk-ins on Wednesday, July 14. More than 20,000 vaccines will be available including approximately 8,000 Pfizer vaccines earmarked for young people aged 12 to 17. There will be Moderna and Pfizer vaccines available at every super site.

“Our government has spared no effort to bolster vaccine availability and accessibility, and to give Manitobans the information and support they need to roll up their sleeve – not once, but twice – and get fully vaccinated,” said Pallister. “We are close to achieving all of our vaccination milestones earlier than we could have imagined. Now we just need that extra effort by every Manitoban not yet vaccinated to roll up your sleeve and push us across the finish line so we can safely, fully reopen.”

The province continues to show strong immunization numbers, as compared to other Canadian jurisdictions. Per capita, Manitoba continues to be first in the country in the total number of doses administered and percentage of eligible people aged 12 or older who are immunized at 129,111 per 100,000 and 51.1 per cent, respectively.

Community-led partnerships are continuing to help support the ongoing success of the province’s immunization campaign, the premier noted.

Earlier this week, Vidir Solutions held an immunization clinic in Arborg for its employees, their families and community members. It provided nearly 200 doses of vaccine including many first doses. The company supported the clinic with planning, worked with the regional health authority to line up immunizers, found volunteers to support on-site logistics, provided movies for young people being immunized and partnered with a food truck to provide everyone who was immunized with a small meal afterwards. The company also developed vaccination stickers in a number of languages, to represent the many languages spoken by people working in their facilities.

“It takes a community effort to make an event like this happen,” said Ernest Rempel, CEO, Vidir Solutions. “Vidir would like to express our gratitude to the nurses for their kindness and hard work throughout the day, to the IERHA and the provincial government for supplying the doses, to the Vaccine Task Force and MLA Derek Johnson and his office for their efforts toward making this clinic happen, to our staff volunteers for their tireless efforts and compassion for those attending the clinic, and to those who chose to attend for helping to keep our community safe. We believe in the strength and resiliency of Manitobans working together and are grateful for the opportunity to provide this service to our community, to help ease people’s anxiety, and to make the vaccination experience more positive and accessible for everyone."

To achieve the Labour Day immunization targets as set out in the 4-3-2-One Great Summer Reopening Path, about 33,000 more first-dose and 100,000 second-dose immunizations must be given. These are in addition to the more than 180,000 vaccine appointments already booked in the weeks ahead.

The Manitoba government recently introduced the $30-million Healthy Hire Manitoba Program, a new wage support to help private-sector employers reopen and encourage employees to get vaccinated and return to work. In addition, the Manitoba Bridge Grant program has been reopened to provide an estimated $5 million in support for seasonal businesses, new applicants and others affected by public health restrictions. More information on these and other programs to support Manitoba businesses is available at https://manitoba.ca/covid19/programs/index.html/.

An interactive map of the vaccine super sites, including hours of operation, is available at https://protectmb.ca.
