Marigold Preschool Centre Inc. is a childcare facility that provides nursery programming, summer programming as well as before and after school care to children attending grades K-5. We are looking for an executive director who is passionate and experienced with nursery to grade 5 aged children.
Description
Reporting to the Board of Directors, the candidate will be responsible for ensuring an organized, purposeful program within a safe environment. The program must include a well-planned curriculum which meets the needs of children and their families, and complies with government regulations. The executive director will offer support, mentorship and guidance to the early childhood educators employed at the centre in the development and implementation of routines, experiences and learning activities for the children. The executive director will oversee the operation of the program and will ensure that the centre is in compliance with all of the licensing regulations set forth by the Province of Manitoba. The director will also manage the centre’s finances in conjunction with the bookkeeper within established policies and procedures.
Responsibilities
· Recruit, hire, supervise and develop competent employees
· Develop strong relationships with families
· Provide on-the job training for employees, ECE students and volunteers
· Support ECE student placements and act as a mentor
· Oversee the planning and execution of programming
· Ensure that the centre remains up to date with all Manitoba Child Care best practice guidelines and policies
· Contribute to the preparation and monitoring of the annual budget with the bookkeeper
· Assist with fundraising
· Maintain accurate records in order to process/monitor payment from parents
· Oversee complete and accurate records of all financial transactions
· Aid in billing and monitor payments from parents
· Aid with the completion of annual audit and communicate with auditor as required in collaboration with the bookkeeper
· Maintain and purchase all materials, equipment and supplies
· Participate in meetings with staff and Board of Directors as scheduled
· Maintain professional relationships with community partners
· Prepare adequate emergency response plans
· Review and revise existing policies and manuals, as well as aid in the development of new policies as required
· Manage and make decisions on the day to day operation of the organization
· Be willing to work necessary hours to maintain effective operation of the centre with ongoing communication and collaboration with the Board of Directors
· Complete ongoing training and professional development
Requirements
· Early Childhood Educator (ECE) Level II or Level III as issued by the Province of Manitoba
o Applicants with management experience/ management certification may be considered for the position. A willingness to enroll in Early Childhood Educator certification program would be required for employment as well as a desire to work with children
· Experience with online banking systems and basic accounting skills
· Experience working in a child care setting would be an asset
· Certification in CPR/first aid level C is required (may be obtained once hired)
· Current criminal record check and child abuse registry check
· Valid Manitoba Class V driver’s license, access to a vehicle, and willingness to run errands for the centre

SWAN VALLEY CO-OP
HOME CENTRE – THE PAS
JANITORIAL SERVICES
1. SUMMARY AND BACKGROUND
Swan Valley Co-op is currently accepting proposals to complete janitorial services at our Home
Centre located at Highway 10S, The Pas, MB.
The purpose of this Request for Proposal (RFP) is to solicit proposals from various contractors,
conduct a fair and extensive evaluation of those submissions and select the candidate who best
represents the directive of the Swan Valley Co-op.
2. PROPOSAL GUIDELINES
This Request for Proposal represents the requirements for an open and competitive process.
Proposals will be accepted until 12 pm CST March 15th, 2024. Any proposals received after this date
and time will not be considered. All proposals must be signed by an official agent or representative
of the company submitting the proposal.
If the organization submitting a proposal must outsource or contract any work to meet the
requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs
included in the proposals must be all-inclusive to include any outsourced or contracted work. The
proposed remuneration must be submitted as a cost per month plus GST. Any proposals which call
for outsourcing or contracting work must include the name and description of the organizations
being contracted.
All costs must be itemized to include an explanation of all fees and costs.
Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.
All contractual terms and conditions will be subject to review by Swan Valley Co-op and will include:

ï‚· contractor pre-qualification
Requirements may change resulting in additional conditions. These may be driven by changes in
legislation or industry best practices. Should there be required changes, Swan Valley Co-op will issue
these by an addendum to all involved parties.
3. PROJECT SCOPE
SCOPE OF OPERATIONS:
The following tasks are to be completed (5) five days a week unless otherwise noted.
Current hours of operation are:
Monday – Friday 8 AM – 6 PM, Saturday 9 AM – 1 PM, Sunday Closed (closed on all stat holidays)
Hours of operation may change due to seasonal considerations
Overview of areas to be serviced under this contract:
1. Entrance Lobby
2. Main Sales Floor
3. Offices
4. Employee Break Room
5. Stairwells and Hallways
6. Public & Employee Washrooms
7. Warehouse/Receiving Area
8. Janitorial Area
9. Other cleaning duties as requested by Swan Valley Co-op. These duties may be assigned with
appropriate remuneration.
1. Entrance
ï‚· All entrance door glass surfaces will be spot cleaned daily, and windowsills dusted weekly.
ï‚· The floor will be swept and mopped daily.
ï‚· Floor mats vacuumed daily and replaced every 3 shopping days. (mats are supplied and
laundered by Co-op’s vendor)
2. Main Sales Floor
ï‚· Sales floor will be swept, washed with an auto scrubber and all floor mats will be
removed and cleaned daily as well.
ï‚· Checkout wastepaper receptacles will be emptied daily.
ï‚· Kick plates on till area to be hand wiped weekly.
ï‚· Any portable merchandising racks will be moved, and the area cleaned at the
discretion of the store manager.
3. Main Floor and Second Floor Offices
ï‚· All office floors must be dry and wet mopped daily or vacuumed if carpeted.
ï‚· Wastepaper receptacles will be emptied, and refuse removed to designated garbage
collection area.
ï‚· Finger marks and other marks will be removed from glass and from around light
switches and outlets weekly. All doors, hand and kick plates and all metal work will be
polished or wiped clean weekly.
ï‚· Where a member of the cleaning personnel is doubtful as to the disposal of any
material, he/she shall lay it aside and leave a note explaining the situation on the
nearest desk.
4. Employee Break Room
ï‚· Clean the bases of tables and chairs weekly.
ï‚· Counter area and sink to be wiped and sanitized.
ï‚· Remove garbage nightly, clean and sanitize receptacles as needed.
ï‚· Floors will be dry mopped and mopped daily.
ï‚· Co-op employees are responsible to wash their own dishes etc.
5. Stairwell and Hallways
ï‚· All floors must be dry and wet mopped daily or vacuumed if carpeted.
6. Washrooms (2) Main Floor – Daily
ï‚· Floors will be swept and washed with a disinfectant.
ï‚· Clean, sanitize and polish all hand basins, toilet bowls, seats, and urinals.
ï‚· De-scale toilet bowls and urinals using an approved chemical agent.
ï‚· Mirrors, faucets, chrome plating and all bright work will be polished.
ï‚· Partition tops and ledges will be dusted, using a treated dust cloth.
ï‚· Sanitary napkin and waste containers will be emptied and cleaned.
ï‚· Splash marks on walls and partitions will be spot cleaned. The base of all walls is to
scrubbed weekly to prevent residue build up.
ï‚· Toilet tissue, soap, and towel dispensers will be restocked. Swan Valley Co-op will
maintain an inventory of these supplies.
7. Warehouse/Receiving Area
ï‚· Garbage must be emptied daily.
8. Janitorial Area
ï‚· The janitor room will be kept clean, tidy, and free of clutter and debris.
ï‚· Cloths will be hung, mops and brooms free standing upwards.
ï‚· Wet mops will not be left standing in pails of water.
ï‚· All janitorial equipment is to be stored inside the room with the door closed.
ï‚· As a shared use area, Swan Valley Co-op employees will reciprocate these same
standards. Janitorial contractor employees will notify the Store Manager when these
standards are not met by Swan Valley Co-op employees.
The Co-operative will supply:
Floor mats, dispenser towels, bathroom tissue, Ecolab cleaning supplies, garbage bags, an auto
scrubber, and cleaning equipment (mops, pails, floor scrubbers, vacuum cleaners, scrub pads,
vacuum cleaner bags etc.)
Janitorial staff must keep Co-op management informed regarding inventory levels of these
items, to ensure adequate supplies are maintained.
Storage space for janitorial equipment and supplies. It is the Contractor’s responsibility to keep
this area clean. It is also the responsibility of the Contractor to ensure procedures for Co-op
owned equipment are followed, such as, care use and maintenance of the auto scrubber.
Alternative models of provision for janitorial equipment and supplies will be considered
within the Request for Proposal.
4. REQUEST FOR PROPOSAL AND PROJECT TIMELINE
Request for Proposal Timeline:
Evaluation of proposals will be conducted from March 15, 2024, to March 20, 2024. If additional
information or discussions are needed with any bidders during this week, the bidder(s) will be
notified.
The selection decision for the winning bidder will be made no later than March 20, 2024.
Upon notification, the contract negotiation with the winning bidder will begin immediately. Contract
negotiations will be completed by March 22, 2024.
Notifications to bidders who were not selected will be completed by March 20, 2024.
Start date will commence March 25, 2024.
5. BIDDER QUALIFICATIONS
The selected bid will be responsible for complying with all health & safety requirements of the Swan
Valley Co-op. Proof of safety and health program, WCB coverage, liability insurance, employee
bonding must be provided to Swan Valley Co-op upon being selected as the contractor for this
project.
The selected bidder shall be considered as prime contractor and shall be responsible for all sub
trades and their applicable legislated requirements. Should there be areas where the primary or sub-
contractors are unable to comply, they shall recognize any applicable Swan Valley Co-op policies as
their own.
6. PROPOSAL EVALUATION CRITERIA
Swan Valley Co-op will evaluate all proposals based on the included criteria. To ensure consideration
for this Request for Proposal, your proposal should be complete and include all of the following:
ï‚· Overall proposal suitability: proposed solution(s) must meet the scope and needs included
herein and be presented in a clear and organized manner.
ï‚· The proposed remuneration must be submitted as a cost per month plus GST.
