The Pas and OCN Animal Abuse

Manitoba First Nations Police say a disturbing video allegedly showing a youth harming multiple dogs has sparked an investigation. Police say the video, reportedly circulating among young people, shows a male youth using an axe, resulting in the death of at least one animal.

Following the investigation, a 12-year-old boy from Opaskwayak Cree Nation was arrested and charged with causing unnecessary suffering to animals. He has been released on conditions and is scheduled to appear in court at a later date. Police say the investigation is ongoing, and additional charges may be laid.

The incident comes on the same day Manitoba passed Bill 19, legislation aimed at strengthening animal welfare oversight and accountability. Authorities note that while laws are important, they must be paired with education, responsible pet ownership, access to veterinary care, and community support.

Animal cruelty is not unique to any one community, police say. What is changing is that such incidents are increasingly being reported, investigated, and taken seriously.

18 dogs have already been removed from the OCN this year.
